i can download or install&play any track without problems!
But i have not the possibilitie, to vote for tracks or give comments.

What i have to do, when i want to enable this features?

I just checked your permissions. You should be able to comment and award maps.
You have a valid maniaplanet login associated with your account, and there's no restrictions on your account.

Ratings only work via servers that support MX-Karma. So you can't do that directly on the site.
