so if i make a map in valley or canyon: can I teraform to height 4, build all my blocks on the ground, but then make a small offroad, jump or drop to a lower section?

But for the record, yes, they're allowed.
Also, side note: Our first entry is actually a stadium FS track. Very tight one, but Stadium FS. So it is possible.
