Sometimes they don't move simply after a long time working on the MT (cuz Nadeo). In this case I usually save the track, quit ManiaPlanet, restart ManiaPlanet, reload the track and that's it.

The bar on the website only progresses, when we tested a map.
It just means that the map was not tested yet ;)
