Sorry, only noticed the reply now!
You can register to the cups until the cup starts, so even 5 minutes before the cup is enough. Most of the teams register pretty late so I wouldn't worry about getting enough teams :)

you can actually play them, by saving a replay and playing aginst that replay.

KO maps get replayed, so it doesn't matter :P They're still fairly unknown, because you can't play them anywhere else than on the KO server during KO for a short time (Y)

what about driving on the underside of a block?
the textures on top and bottom are not the same. but does this also counts as a different surface? or does it counts as the surface on top?

I think most people are over-complicating things, the spirit of the theme is clearly to promote block variety above all else, I think builders should think about that instead of the minutiae of what counts as a surface or not.
