I got a 1.00 today where I drove through the finish on that map and it didn't recognize the time. Based on that I'd say 1.001 is the lowest possible time for a track.

why the hell do you want a speperate winner per enviroment?
there have been lots of themes in the past wich were super easy to build in one enviroment and super hard on another, but you'll see sometimes the hardest one comes out as winner.
