It is a restriction for blocks you use.
So that includes scenery too

Terraforming doesn't count as "blocks" obviously

Exciting theme! Are click-and-drag blocks, such as regular road or the "balcony" blocks of Stadium (5-5-x), considered 1x1?

Are the finished tracks supposed to be only 1x1 from birdview? (excluding scenery)
Or can I build a normal track in the full building area just using 1x1 blocks?
