That is only on 1v1 gamemode.
In other gamemodes, the ammo regenerates without having to go to any pole. There are also health regenerating blocks.

Easy to explain: SM is (like TM) extremely focused on e-sports. That means they want to make the matches as fair as possible, no additional luck factors, everything depends on your skill. Hunting something, which moves around the map, would add such a luck factor, because it would be luck, if you saw the squirrel or the bag, when it moves randomly on the map.
