While opening the "upload-a-replay" page or when you have selected the replay file and trying to upload it?
Did you manage to do it by now, as you have a replay uploaded?

As far as I know you can simply log in to your maniaplanet account once you've downloaded and installed the game on steam, then play the environment once so it's activated. Then you can simply launch the original (non-steam) version and it's activate...

Summary:
Here's what I did to play TM without Steam. There are probably other ways to do it (suggestions are welcome).
