Indeed, Rutgers is a state university, meaning that part of its income is taken from the taxpayers. It is also true that foreign students get grants and such. The amounts of which I am not sure, but if your grades are good, which they seem to be, then you're likely to get more than someone who barely meets academic requirements.

I think scandinavian guys are a bit shy, so if you approach girls and flirt they get more flattered than with girls from other countries. Maybe that's why :)
