I only wrote down the rules for the MTC, as they are important to follow.
30-90sec for a racetrack is in general kind of recommended. So there is no real need to add it.
My main argument is: I dont want to limit people to 90sec ;)

Zenit, why are you constantly acting like a judging god? I've played tracks that look like average/bad maps, but are extremely fun. I've also played maps where I expected way more. It's just a fact that watching a run is not the same as driving yours...

Maps are going into pools (KO1,KO2,KO3,KO4) and those pools are rotating from week to week. So they want to have more maps to make the KO less repetitive.
Ah, I get it now. So there are multiple rotating pools and they just want to have more pools...
