In my opinion there's nothing to implement here.
Think:
MX works like the world (yes, maybe is a bit too big for a comparison).
There's no space for everybody to be rich! There will always be some rich people and some poor people. The medium class is going to disappear.
It's impossible to have 20'000 users that get 30 awards per track. On the best of the week, you only see the users that worked pretty hard on their maps, and the users that are good to "sell" and "advertise" their tracks.
Maybe they are active on the forums, are known from the past years, are good builders, helping hands and so on.
There's no space for everybody to be on the top of the week.
So, it's like a fight! As i told some months ago, tmx it's like a second and separate game from trackmania, where you have to fight to reach your goal:
Get known, get awards, get replays and be succesfull and famous. There are a lot of strategies and different ways to obtain that, and what we see on the "best of the week" is the result of a long therm (usually) commitment.
If you are not in the best of the week, the reasons are these:
-You're not a good builder
-You are using the wrong strategy to get some "fame" and "sell" your tracks.
using all the "legal" ways to get in the best of the week.
What can be implemented`? to my eyes, nothing.
This is my point of view, and you may not agree, but this is how the system here works.
